Daniel Carter serves as Director of the 32 National Campus Safety Index (32 NCSI) for the VTV Family Outreach Foundation, a 501(c)(3) non-profit organization established by a majority of the families and survivors directly impacted by the April 16, 2007 tragedy at Virginia Tech. Determined to prevent a similar tragedy, the Foundation advocates for campus safety and security. Opinions expressed here are my own. Carter has more than twenty years of experience working to improve college and university campus safety nationally, and serving the victims of campus violence. He graduated from the University of Tennessee with a B.A. in Political Science where, spurred by an on-campus murder, he began working on improving campus safety. Among other things he helped to secure passage of state campus crime reporting legislation while working with the Student Government Association and Safe Campuses Now, a student driven campus safety organization. He was recognized for his leadership with the first Jeanne Clery Campus Safety Award in 1994, given by the non-profit Security On Campus, Inc. (SOC) organization (now the Clery Center for Security On Campus), founded by the parents of murdered college student Jeanne Clery. The Clery Award is given to recognize people and institutions that have done “extraordinary things to make college and university students safer.” He served in a variety of staff roles at SOC from 1994 through 2012. Carter has worked to develop, secure passage of, and help write the regulations for five major pieces of federal legislation including 1992’s Campus Sexual Assault Victims’ Bill of Rights, and 1998’s Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. He was recognized on the floor of the U.S. House of Representatives in 2008 as “probably the leading person in this Nation in advocating more action and tougher action against crimes that are committed on campus.” He has also assisted campus public safety officials and crime victims pass legislation in numerous states including California, Kentucky, and Tennessee. He also has extensive experience working directly with the victims of campus violence, having helped develop SOC’s victim advocacy program that assists victims in navigating the unique processes used to handle crime on campus, as well as to assist them in asserting their rights under the Clery Act and Title IX. Additionally, he is a widely recognized public speaker on campus safety issues in the national media including on the CBS Evening News and Time Magazine, and has taught several dozen Clery Act training classes to thousands of higher education professionals.".
